Dr. Vida Carandang and Dr. Rex Victor Cruz, along with the WILUP team, conducted a meeting with the representatives of the Provincial Planning and Development Coordinating Office (PPDCO) of La Union on March 1, 2023, at the Conference Room of the Old SP Building, Provincial Office of La Union. The agenda is to discuss the Memorandum of Agreement (MOA) between UPLB and the province of La Union, present the proposed capacity building and training of WILUP, and provide an update on the activities conducted in San Gabriel.

The WILUP team and PPDCO examined the contents of the MOA and discussed their suggestions for revisions. This is to clarify the roles of both parties in updating the Provincial Development and Physical Framework Plan of the province. Moving forward, both groups agreed to coordinate continuously to finalize the MOA.

Following this, the WILUP team presented the activities for capacity-building and formulation of the Integrated Watershed Management Plans to the PPDCO. Included in the presentation was the potential arrangement for each activity, such as the number of days and the platform to use. The PPDCO requested a timeline of these activities, to which the WILUP team agreed.

For the last agenda, Dr. Rex presented the 12 Steps of the R2R-based CLUP Process. He mentioned that the determination of the vision, goals, objectives, and targets was already performed in the municipality of San Gabriel and they can now proceed with the succeeding steps. He also said that applying the R2R Framework at the provincial level will hasten the CLUP process.
