The WILUP team, led by Dr. Rex Cruz, conducted the Comprehensive Land Use Plan (CLUP) target setting workshop with the Technical Working Group (TWG) to update the Los Baños’ CLUP to revise the vision, mission, goals, objectives, and targets. The event was held on June 15, 2023, at the Municipal Hall of Los Baños and attended by representatives from the municipal offices of Los Baños, the provincial offices of Laguna, and Region IV-A government offices.
Dr. Cruz provided a lecture on the Ridge-to-reef approach to reiterate the importance of its implementation in land use and development plans. He also presented some of the results of the situational analysis in the municipality to inform the participants of the status of the biophysical features of the watersheds within Los Baños.
Prof. Jan Joseph Dida, the CLUP specialist of the WILUP project, provided a list of offices and organizations that he suggests be part of the core group and support group for the updating of Los Baños’ CLUP. He also included a list of potential offices and organizations that can be assigned in the different sectors, including social, economic, infrastructure, forest and ancestral domain, climate change adaptation – disaster risk reduction, heritage, and green growth or urbanism.
During the Vision, Mission, and Goals setting, the participants assessed and revised the vision and mission outlined in Los Baños’ existing CLUP as needed for updating. They also provided inputs to modify the objectives and targets for each municipality sector, including the environmental, social, economic, infrastructure, and institutional. Subsequently, Prof. Dida presented the development thrusts from the existing CLUP of the municipality. Members of the TWG will analyze the current development thrust and discuss the appropriate and effective solutions they will recommend for each sector. Lastly, the participants stated which of the Priority Programs and Projects (PPPs) from existing CLUP were already accomplished and provided their proposals.
The workshop concluded with a commitment from all TWG members to ongoing cooperation in aligning with the updates to Los Baños’ CLUP. Additionally, the WILUP team pledged to present and evaluate all activity inputs with the TWG before progressing to the following stages of CLUP updating.
